Man Appears In Court Over Teen Cyclist Murder

A man has appeared in court charged with murdering a 15-year-old boy who was fatally stabbed while riding his bike.

Joshua Williams, 18, of Davenant Road, Holloway, north London, was remanded in custody over the death of Alan Cartwright.

The youngster had been cycling along Caledonian Road in Islington, north London, when he was attacked on 27 February.

Williams appeared at Highbury Corner Magistrates' Court and will appear next at the Old Bailey on Tuesday. He is charged with murder and conspiracy to rob.

An 18-year-old man arrested on Thursday has been released on police bail to return on a date in late April, pending further inquiries.

A 17-year-old boy and a 21-year-old man who were both arrested in relation to the incident have been bailed.

The schoolboy managed to continue riding a short distance after he was stabbed, but collapsed and was later pronounced dead at the scene.

A post-mortem examination found that he died from a single stab wound to the chest.

Two suspects have been detained over the murder of Russian opposition leader Boris Nemtsov.

Russian state TV Rossiya-24 quoted the head of Russia's Federal Security Service, Alexander Bortnikov, as saying President Vladimir Putin has been informed of the detention.

"I would like to inform you that the work that has been conducted has resulted in two suspects in this crime being detained today. They are a Gubashev, Anzor and a Dadayev, Zaur," he said in a video posted on state TV Channel One's website.

No further details were provided about the suspects, but RIA Novosti news agency quoted Mr Bortnikov as saying that both were from the Caucasus.

No charges were immediately announced.

Family Demands Names Of New Child Abuse Files

The Government's refusal to reveal the titles of four files related to child abuse has been branded "disgusting" by the family of a boy missing since 1979.

It is now over a month since the Cabinet Office confirmed it had found four more files relevant to the ongoing child abuse inquiries centred on VIPs in Westminster.

Officials have promised the files will be handed over to the police and various inquiries but they are still refusing to allow the titles of the files to be made public, let alone the contents.

At the start of February Cabinet Office minister Francis Maude said: "Officials have identified four additional relevant files, one of which was marked for destruction."

Despite repeated requests from Sky News over the course of the last month officials at the Government department say their position remains unchanged.

It has angered many survivors and campaigners, not least the family of Martin Allen who was 15 years old when he vanished in London nearly 35 years ago.

The teenager was last seen on the London Underground with an unidentified man at Gloucester Road station on 5 November 1979.

His brother Kevin Allen told Sky News he was "pretty definite" there is a link between the establishment abuse networks in Westminster and his brother's disappearance.

He said he could not accept that the names of the files are still being withheld.

"It makes me very angry, because these people have got a hold over us.

"It is our information, these people are our employees taking our money which is more than 'Mr Average' earns probably in the course of a month. It is disgusting.

"It is our lives they are playing with. I hope they can sleep at night."

Mr Allen is in regular contact with Met police detectives leading abuse inquiries which include allegations boys were killed.

While the content of the files may be sensitive, refusing to reveal the names means the public has no way of tracking them or knowing how they are being dealt with.

Labour MP John Mann told Sky News the Cabinet Office's actions amounted to a "national disgrace".

He said: "We need this information coming out, there are people there who know things from the past that they are not revealing, including to the police investigation teams, and that is wholly unacceptable.

"It is time the Prime Minister forced them to do so."

It follows a Sky News investigation which unearthed another classified file in January that the Cabinet Office had kept closed on grounds of national security.

After MPs raised the issue in the House of Commons, government officials were forced to release it to the National Archives.

The documents revealed former British diplomat, the late Sir Peter Hayman, was the subject of the secret file. The papers documented his "unnatural" sexual behaviour and his activities within the Paedophile Information Exchange group.

Neither the Hayman file nor the four new files were found during an earlier Home Office-commissioned search for documents relevant to ongoing abuse inquiries.

The Cabinet Office declined to make Mr Maude available for interview.

Miliband Brands PM 'Chicken' Over TV Debates

Ed Miliband has told broadcasters he will take part in all three televised debates ahead of the election - as he accused David Cameron of "chickening out".

In a speech to the Scottish Labour conference, the party leader said the Prime Minister was "running scared" after only agreeing to appear in one of three of the debates.

Mr Miliband told delegates: "You can refuse to face the public, but you can't deny your record.

"You can try to chicken out of the debates, but don't ever again claim to provide strong leadership for your country."

Mr Miliband said "with or without Mr Cameron" he will be at the debates.

Campaign chairman Douglas Alexander confirmed in a letter to broadcasters that Mr Miliband was prepared to appear, even though David Cameron appears unlikely to take part.

The four broadcasters - the BBC, ITV, Sky and Channel 4 - announced they will stick to their previously-announced plans for three debates during the election campaign, and urged the Prime Minister to "reconsider" his refusal to take part in these shows, including a head-to-head showdown with Mr Miliband.

But Mr Cameron's chief spin doctor Craig Oliver said their response was "disappointing" and restated the Prime Minister's "final position" was for a single debate to take place in the week starting 23 March.

Earlier Liberal Democrat leader Nick Clegg said it was "arrogant" for the Tories to think they can dictate the terms of the debates.

"These aren't the debates run by the Conservative Party, they belong to the British people," he said.

"To suggest, as the Conservatives have, that they will only deign to participate in one debate, before they've even published their manifesto, suggests that not only do they not want to defend their record in Government, they don't even want to promote their own manifesto in competition with other party leaders."

Broadcasters are planning a seven-way debate involving Mr Cameron, Mr Miliband, Mr Clegg and the leaders of the Greens, Ukip, Scottish National Party and Plaid Cymru on ITV on 2 April, followed by a second show on BBC featuring the same line-up on 16 April.

A final one-on-one clash between the Tory and Labour leaders would be broadcast on Sky News and Channel 4 on 30 April - exactly a week before the 7 May election.

Becky Watts: Four More People In Court

Four more people have been charged in connection with the murder of teenager Becky Watts.

Karl Demetrius and Donovan Demetrius, both 29, along with Jaydene Parsons, 23, all of Barton Court, Bristol, have been charged with assisting an offender.

James Ireland, 23, of Richmond Villas, Avonmouth, faces the same charge.

All four are have been remanded in custody to appear at Bristol Crown Court on the 26th of March.

A fifth person, who was arrested on Monday, has been released without charge.

It comes after Becky's stepbrother Nathan Matthews appeared in crown court for the first time charged with her murder.

Matthews appeared via video link unshaven in a grey sweatshirt and in a hearing that lasted 15 minutes he spoke only to confirm his name.

Prosecutor James Ward told the court: "The allegations of this case have been well-rehearsed in the press recently and I do not propose to go into the finer details.

"There are still people helping the police with their inquiries. Therefore, it would be wrong to place before the media further details about this case.

Mr Ward said police were assessing "at least" 1,200 exhibits in connection with the case. "Much forensic work needs to be done," he said.

Matthews was remanded into custody and will next appear before a judge on 26 March.

On Thursday he appeared before Bristol magistrates with his 21-year-old girlfriend Shauna Hoare.

Hoare is charged with intending to pervert the course of justice and will also appear in Bristol Crown Court on 26 March.

Becky, 16, disappeared from her home in the St George area of Bristol on 19 February.

Police launched a huge search for the teenager and a social media campaign that reached millions of people.

Body parts were later found at a house in the Barton Hill area of the city.

Bouquets, teddies and cards have been left at Becky's home, as well as at Barton Court, and mourners have attended churches across the city to pay their respects.

The NASA probe Dawn has begun orbiting the dwarf planet Ceres in a major triumph for the space agency.

It is the first time in the history of space exploration that a probe has made it to a dwarf planet.

"It went exactly the way we expected. Dawn gently, elegantly slid into Ceres' gravitational embrace," said mission chief engineer Marc Rayman at NASA's Jet Propulsion Laboratory.

Drug Gang Killed Rivals To Steal Client List

Four drug dealers have been found guilty of ambushing and stabbing to death two rivals to steal their client list.

Aaron Carriere, 21, and Josiah Manful, 20, were lured to a quiet residential road in Leytonstone, east London, where they were "boxed in" by four cars.

They were then stabbed 24 times in less than a minute.

Although there were drugs and cash in the car, only one item was stolen - a phone containing their drug dealing "client list".

Gang members Devonte Campbell, Casey Jones, Alex Bernard and Omar Hassan were all found guilty of two counts of murder and will be sentenced later.

Opening the murder trial last year, prosecutor Lisa Wilding QC said the victims were subjected to a "swift, frenzied, utterly brutal attack" in their black Ford Fiesta on Montague Road.

Despite suffering 11 wounds, Mr Manful managed to get out of the driver's seat to call for help before collapsing.

Both men were pronounced dead at the scene following the attack on 1 March last year.

Each of the defendants played their part in the murders, with some wielding knives, some lending support through physical intimidation and others acting as getaway drivers.

Afterwards, some of the defendants tried to evade capture by dumping cars and fleeing the country.

Mr Carriere was a "successful drugs dealer" who traded in crack cocaine, heroin and cannabis in Leytonstone, jurors heard.

Unbeknown to him, he was the subject of an undercover police probe.

Mr Manful had apparently been worried for his safety and had stashed a lock knife in his boxer shorts, the court heard.

Campbell, Jones, Bernard, and Hassan, all from east London, denied two counts of murder.

Fellow east Londoners Wail Alawi, 23, Abraar Amin, 18, and a 17-year-old, who cannot be named for legal reasons, were cleared.

Boy, 13, Admits Murder After Builder Stabbed

A 13-year-old boy has pleaded guilty to murder after a 53-year-old man was stabbed in a row outside a block of flats.

The child, who cannot be named, admitted the attack on builder Christopher Barry in Edmonton, north London, on 14 December last year.

Mr Barry was said to have been involved in a "minor verbal altercation" with a group of youths, who had tried to get into a party at another property in the block of flats where he lived.

Police said two of the boys had followed him into the block in The Broadway before he was stabbed in the chest.

Medics were unable to save Mr Barry and he was pronounced dead at the scene.

The defendant's parents were at court for the five-minute hearing, as were relatives of Mr Barry, who was originally from County Cork in Ireland.

When asked to confirm his name, the boy replied: "Erm ... yes." He spoke to his father briefly before the court clerk put the charge to him.

His 'guilty' plea was almost inaudible.

Dressed in a light blue shirt and grey trousers, he was remanded into custody by judge Anthony Morris.

The judge ordered a pre-sentence report ahead of sentencing on 10 April.

Stepbrother Of Becky Watts Appears In Court

The stepbrother of Bristol teenager Becky Watts has been remanded in custody charged with her murder.

Nathan Matthews, appearing at Bristol Magistrates' Court, spoke only to confirm his name, address and date of birth.

Becky, 16, disappeared from her home in the St George area of the city on 19 February.

Matthews - unshaven and wearing a blue T-shirt - was handcuffed to a dock officer and led away after a one-minute hearing.

The 28-year-old will appear before Bristol Crown Court via video link on Friday.

His girlfriend, Shauna Hoare, 21, appeared after him in the same packed courtroom, charged with perverting the course of justice.

She was remanded in custody to appear before Bristol Crown Court on 2 April.

Four men and a woman in their 20s, who were arrested on suspicion of assisting an offender, remain in police custody after officers were given a second 24-hour extension to question them.

On Tuesday, police said they had found body parts at an address in the city after a massive search for the teenager that started on 20 February when her family reported her missing.

She left her house without telling anyone where was going, taking her phone, laptop and tablet computer, but not a change of clothes.

Becky's family members, including her uncles and aunt, have laid tributes at her home.

In an earlier statement, her mother Tania Watts, brother Daniel and grandmother Pat said they were "at an utter loss to understand why anyone would want to hurt our beautiful Becky in such a brutal way".

Miliband Accuses PM Of 'Cowering From Public'

Ed Miliband has accused David Cameron of "cowering from the public" after the Prime Minister ruled out a head-to-head TV debate.

The Labour leader told Mr Cameron it was time to "stop ducking and weaving and name the date".

Last night the Prime Minister issued an ultimatum to broadcasters saying he will only take part in one 90-minute TV election debate with at least seven party leaders before the end of March - ruling out going toe-to-toe with Mr Miliband.

The move has sparked an angry response and Mr Cameron has been accused of "moral cowardice", being "frit" and of trying to "bully" broadcasters.

Mr Miliband said: "It is now clear that David Cameron is ducking the debate with me. He is cowering from the public.

"The British people deserve this debate. I'll debate him any time, any place, anywhere."

But Mr Cameron denied the claim he was "cowering" from the British public and said he was putting forward a proposal which "unlocked the logjam the broadcasters caused".

He said: "I haven't put hurdles in the way, the broadcasters came up with a series of proposals that other people realised were flawed."

He added that he and Mr Miliband would continue to face off against each other at Prime Minister's Questions every week until the election.

The Electoral Reform Society has said it would be a "national embarrassment" if the debates did not take place.

Chief Executive of the Electoral Reform Society Katie Ghose said: "Compared to other advanced democracies around the world, Britain has been extremely late to the party when it comes to TV debates.

"It would be a national embarrassment if we end up being the first to leave that party as well. No TV debates in 2015 would be a backward step in terms of our democratic development."

Nick Clegg has suggested he take the Prime Minister's place at the head-to-head with Mr Miliband.

He said: "I think the Conservatives are acting with lofty disdain really. They are behaving as if they are ordering a drink in an episode of Downton Abbey, sort of deigning that they will take part in one debate - by the way a debate which will take place before they have even bothered to publish their manifesto. It is no way to treat the British people."

Tony Blair's former spokesman Alastair Campbell accused Mr Cameron of "weasling and wriggling" out of the debates and said he was guilty of "moral cowardice".

He said: "He doesn't want to do it. He is worried that he is going to lose."

And he added: "I think it underlines the utter contempt David Cameron actually has for people."

Lib Dem election campaign leader Lord Ashdown told Sky News Mr Cameron's proposals amounted to a "90-minute, bite-size squabblefest" and accused the Prime Minister of being "frit".

But Mr Cameron claims the public already knows what the Conservative and Labour proposals are.

The Prime Minister's final offer on the debates, which he said in 2010 were vital to democracy, was made in a letter sent to Sue Inglish, the chair of the broadcasters' leaders' debates committee, by his communications director Craig Oliver.

In a joint statement the broadcasters said: "The broadcasters are committed to providing our audiences with election debates. 22 million people watched the debates in 2010 and we believe the debates helped people to engage with the election."

The BBC and ITV have proposed each staging a debate involving Mr Cameron, Mr Miliband, Nick Clegg, the Greens' Natalie Bennett, Nigel Farage of UKIP, the SNP's Nicola Sturgeon and Plaid Cymru's Leanne Wood.

A Sky News social media poll found 79% of people would be less likely to vote for a party leader who refused to take part in a debate.

Family: Becky's Death Was 'Cruel And Inhumane'

The family of Becky Watts have said she was taken from them in "such a cruel and inhumane way", ending a "beautiful life full of promise".

Reading an emotional statement, her uncle Sam Galsworthy said they were determined to "reclaim Rebecca's dignity".

"It was a most undignified end to a beautiful life full of promise," said Mr Galsworthy.

Addressing whoever is responsible, he stared directly down the camera and said: "You will forever suffer the consequences of your actions."

The 16-year-old disappeared on 19 February and police found body parts at a Bristol address earlier this week.

Mr Galsworthy said: "As her family, it's hard to see the light at the end of the tunnel. But we know it is there.

"The support from family, friends and the nation will help us find that light."

Mr Galsworthy said the teenager would "live on in the hearts of all of us" and that "eventually, as a community, we will lay her to rest with the utmost respect and love".

Two fundraising pages to help Becky's family pay for her funeral have received almost £9,000 in donations.

Addict Mum Jailed Over Son's Methadone Death

A mother has been sentenced to six years for the manslaughter of her two-year-old son after he ingested methadone.

But Kelly Emery, 34, formerly of Cotswold Close in Frankley, was found not guilty of child cruelty at Nottingham Crown Court.

Fenton Hogan died from methadone poisoning in July 2013 after he was found collapsed at his home.

Christopher Hotten QC, prosecuting, said Emery had given her son methadone so that she could smoke drugs in peace.

The trial heard she had given him 10ml - about half what she was taking as a heroin and cocaine addict.

Ms Emery had denied charges of manslaughter and child cruelty, but admitted gross negligence and neglect.

Her defence barrister, Jerry Hayes, said despite her many faults Ms Emery had loved her son and would never have deliberately harmed him.

Ms Emery admitted being grossly negligent by leaving methadone bottles lying around her home.

Earlier in the case, the court also heard how two dummies had been found at the family home with traces of cocaine.

The jury heard Ms Emery described as a "long standing addict" with a "chaotic lifestyle".

Passing sentence as Emery cried in the dock, Mr Justice Robin Knowles said: "I accept that there is remorse, the case is a tragic one, the offending was so unnecessary and yet so culpable, the consequences so grave; a prison sentence is necessary."

The judge said she would serve half of her sentence before being released on licence and urged Emery to focus on beating her addiction.

During the trial, the jury also heard there had been contact between Emery and social services before her son's death.

A statement released after sentencing by Jane Held, independent chair of the Birmingham Safeguarding Children Board, expressed "condolences" to Fenton's family and friends. 

She said a serious case review was under way into the little boy's death to try to learn any lessons.

Becky Watts' Stepbrother Being Questioned

Detectives investigating the disappearance of 16-year-old Becky Watts have until this afternoon to charge or release Nathan Matthews, who is reported to be her stepbrother, and his girlfriend Shauna Phillips.

The pair, who are aged 28 and 21, are believed to have been arrested on Saturday on suspicion of kidnap and later re-arrested on suspicion of murder.

Avon and Somerset Police said on Wednesday that Ms Phillips was taken to hospital overnight after feeling unwell in custody. She was seen by a doctor and taken back into custody a short while later.

Becky disappeared from her home in Crown Hill, in the St George area of Bristol, on 19 February.

Body parts were found at a house in the Barton Hill area of the city, close to the home of Mr Matthews and Ms Phillips, which has also been examined by forensic experts.

However, police said formal identification procedures have not yet been completed.

On Tuesday, Avon and Somerset police revealed four other men, two aged 29 and two aged 23, and a 23-year-old woman, had been arrested on suspicion of helping an offender.

Officers were granted a further 24 hours to question the five by a magistrate on Wednesday. They all remain in custody.

Becky's aunt, Sarah Broom, wrote on Facebook: "So today my brother got his baby girl back - 12 days of pure hell filled with heartache.

"He is completely and utterly broken and there is nothing in this world of comfort to him - how does a parent ever recover from this? How can a family?

"So with tears rolling down my face, Becky you beautiful beautiful soul, you have touched so many hearts and changed so many lives.

"You do not leave behind a legacy of anything other than pure heartfelt love and you, you beautiful girl, will live on forever in the hearts of all those that have carried you in theirs the last 12 days and of course those that carried you in your lifetime."

Microsoft Co-Founder Finds Battleship Wreckage

The wreckage of a massive Japanese battleship which was sunk during World War 2 has been discovered by a research team led by Microsoft's co-founder.

The technologically advanced Musashi sank during the battle of Leyte off the Philippines more than 70 years ago.

Paul Allen and his research team found the ship on Sunday, more than eight years after their search began.

The Musashi was one of the largest battleships in history and was found as the world marks the 70th anniversary of the war's end.

The ship was commissioned in 1942 and sank in October 1944 in the Sibuyan Sea during the battle, losing half of its 2,400 crew members.

Mr Allen and his team were aboard his super-yacht M/Y Octopus when the discovery was made, using an autonomous underwater vehicle.

Detailed images captured by a high-definition camera mounted on the underwater probe confirmed the wreckage as that of the Musashi.

Mr Allen said: "The Musashi is truly an engineering marvel and as an engineer at heart, I have a deep appreciation for the technology and effort that went into its construction."

He said his interest in the war was inspired by his father's service, adding that he was "honoured" to play a part in finding the vessel.

He plans to work with Japan's government to treat the area of sea as a war grave.

A memorial service could be held at the site in future.

The Battle of Leyte, one of the biggest naval battles in history, ended in a decisive victory for the Allies.

IS Militants Linked To Cold-Calling Scam

Two men have been arrested on suspicion of money laundering by police investigating an alleged scam by extremists travelling to Syria.

Police said the fraud targeted "unsuspecting vulnerable and elderly victims" who were called at home by a person claiming to be a police officer.

The caller told them their bank account had been compromised and encouraged them to transfer money to an account under the control of the fraudsters. 

One elderly man lost approximately £150,000 as a result of the fraud.

The two men - aged 23 and 29 - were arrested during searches at addresses in west and east London earlier today.

They are being held at a police station in south London.

Officers from the Counter Terrorism Command (SO15) also executed search warrants at two addresses in north London, one in west London and one in south-east London.

Searches at all six addresses are ongoing, according to a statement released by the Met Police.

The statement added that people should be aware of cold-calling scams and never share their pin number over the phone.

"Members of the public are strongly advised, if you receive a call like this from someone claiming to be a police officer, (to) hang up the phone," it said.

"(Then) wait at least five minutes to make sure the phone line has cleared, or use another phone line, before ringing the phone number on your bank card."

Sex Gangs May Have Abused Hundreds Of Girls

Nearly 400 girls may have been sexually exploited in Oxfordshire over a 16-year period, according to a report that has criticised authorities for failing to protect victims.

The Serious Case Review said a paedophile ring was able to rape and abuse six victims for five years because the girls' complaints were not taken seriously.

They were reported missing 500 times between 2005 and 2010, the review said.

One victim described how she turned up at a police station covered in blood in the early hours, but was ignored.

The review found multiple failings and said authorities could have stopped the abuse in 2005, rather than 2010 when it was finally uncovered.

However, it found no evidence of "wilful professional neglect" by police and social workers.

The report reveals 373 girls have been identified as possible victims of sexual exploitation within the last 16 years in the county.

The horrific accounts of six victims are documented within the review, along with their contact with authorities.

One girl said: "I turned up at the police station at 2/3am, blood all over me, soaked through my trousers to the crotch. They dismissed it as me being naughty, a nuisance."

Another told the authorities: "The Asian men felt they ran Oxford. That was exciting. People were afraid of them. I felt protected. People respected them."

Thames Valley's police chief said she deeply regretted her force's failings.

"We are ashamed of the shortcomings identified in this report and we are determined to do all we can to ensure nothing like this ever happens again," said Chief Constable Sara Thornton. 

Between 2005-10 the six vulnerable girls were reported missing 500 times - half of those when they were in council care - but it did not raise alarm bells with authorities.

Chair of the Oxfordshire Safeguarding Children Board Maggie Blyth said: "The Serious Case Review has seen no evidence of wilful professional neglect or misconduct by organisations, but there was at times a worrying lack of curiosity and follow through, and much work should have been considerably different and better."

In May 2013, seven men were convicted of 43 offences including trafficking and rape.

Their trial detailed how they "actively targeted" girls from the ages of 11 and 12, the majority of whom had been sent to live in care homes.

The girls were plied with alcohol, introduced to drugs, then sold for sex in guest houses, private houses and hotels, and abused by multiple men, some of whom had travelled to Oxford from "far afield".

The humiliation and degradation involved knives, meat cleavers and baseball bats. The girls' ordeals sometimes lasted days.

Like similar cases in Rotherham, Rochdale and Derby, the report states the victims were white girls and the perpetrators mainly men of Asian heritage and Muslim culture, but says "no one was aware of evidence of any holding back due to ethnicity".

However, it recommends more research needs to be done at a national level, saying "it cannot be parked as too potentially sensitive or inflammatory to pursue openly at that level".

The report found the abuse could have been identified as early as 2005, when police had "considerable concern" about some girls.

But it said too often the girls, who were seen as "precocious" and "difficult", were not believed, and their accounts were thought to be "exaggerated" by authorities.

They were seen as young adults and it was assumed that they had control over their actions.

The report also highlighted the ordeal of one parent who "went hunting the streets of SE England night after night" looking for her  daughter who now "suffers nightmares, flashbacks and is depressed".

It said some parents felt authorities had "no empathy" when they reported abuse and they "felt patronised".

Social workers, teachers and councillors guilty of failing to protect children could in future face up to five years in jail.

The Prime Minister said children had suffered sexual abuse on an "industrial scale" with too many people and organisations "walking on by".

Mr Cameron - talking about the plans at No 10 - said: "I think it's very important we take a step back and just recognise the horrific nature of what has happened in our country.

"Young girls - and they are young girls - being abused over and over again on an industrial scale, being raped, being passed from one bunch of perpetrators to another bunch of perpetrators.

"And all the while this has happened with too many organisations and too many people walking on by.

"And we have got to really resolve that this stops here, it doesn't happen again and we recognise abuse for what it is."

Since the trial, Thames Valley Police says approximately 700 children in Oxfordshire, Berkshire and Buckinghamshire have been referred where there is a suspicion they might be being sexually exploited.

"Like the whole community we are horrified at what happened in Oxford," said Jim Leivers, Oxfordshire County Council's head of Children, Education and Families.

"We fully accept that we made many mistakes and missed opportunities to stop the abuse."

Becky Watts Search: Police Find Body Parts

The family of Becky Watts have said they are "devastated" after police looking for the missing 16-year-old announced they had found body parts.

A massive search for the teenager has been under way since she was reported missing from her home in Bristol on 20 February.

Becky's family said in a statement they were "at an utter loss to understand why anyone would want to hurt our beautiful Becky in such a brutal way".

Two people - a 28-year-old man and a 21-year-old woman - were arrested on Monday by Avon and Somerset Police on suspicion of murder.

Police have been granted an additional 24 hours to question the pair, who had previously been arrested on suspicion of Becky's kidnap.

Detective Superintendent Mike Courtiour said: "As a result of new information received late last night, we attended a house at Barton Court in the Barton Hill area of Bristol.

"The information suggested that Becky's body had been cut up and a search at the new location resulted in the discovery of body parts.

"Although formal identification procedures have not yet been completed, we have made Becky's family aware of this discovery.

"As a result of this latest development, a further four men and a woman have been arrested on suspicion of assisting an offender."

Becky left home on 19 February with her phone, laptop and tablet computer but did not tell anyone where she was going.

A statement released by Becky's mother Tania, grandmother Pat and brother Daniel said: "We are at an utter loss to understand why anyone would want to hurt our beautiful Becky in such a brutal way.

"We are grateful to the police for all they have done and are continuing to do in this investigation.

"Whilst there are people in custody, none of whom are connected to the Watts family, we will not be making any further comment and we ask that our privacy is respected at this horrific time."

In a separate Facebook post, her brother wrote: "Can't believe what I'm hearing, Really have lost faith in humanity this day. RIP sis love you forever an always xx."

Her cousin, Dale Martin Galsworthy, posted: "At breaking point, how can you do this you monsters I will never forgive you, you have broken my family's hearts for life."

Becky's father and step-mum, Darren and Anjie Galsworthy, described the news as "too much to bear".

Meanwhile, local residents have expressed their horror at the latest developments.

"The whole community is in shock," one resident told Sky News.

Detectives have seized a black Vauxhall Zafira - registration HY06 HYA - and say they want to speak to anyone who has ever owned the car or has seen it between 19 and 23 February.

Police have put up a white tent outside a property in Barton Court while forensic teams continue their work.

The property is a mid-terrace home close to Cotton Mill Lane, where police were carrying out searches on Monday.

Officers have also previously carried out searches at her home in Crown Hill, St George, and at a house in Wilton Close, Southmead.

Disgraced Rolf Harris Stripped Of His CBE

Disgraced children's entertainer Rolf Harris, who was jailed last year for indecent assault, has been stripped of his CBE.

An official announcement in the London Gazette revealed: "The Queen has directed that the appointment of Rolf Harris to be a Commander of the Civil Division of the Most Excellent Order of the British Empire, dated 17 June 2006, shall be cancelled and annulled and that his name shall be erased from the Register of the said Order."

The 84-year-old convicted paedophile has already been stripped of honours in his native Australia.

He was jailed for just under six years after being found guilty of sex attacks on girls as young as seven.

At his sentencing last year, Mr Justice Sweeney told the shamed performer: "You have shown no remorse for your crimes at all.

"Your reputation lies in ruins ... but you have no one to blame but yourself.

"You took advantage of the trust placed in you because of your celebrity status to commit the offences."

The main complainant against him was his daughter Bindi's best friend, to whom seven of the 12 counts related.

The woman, now aged 49, said she had been "traumatised" by the years of abuse she suffered.

She said: "The attacks that happened have made me feel dirty, grubby and disgusting. The whole sordid saga has traumatised me."

Another victim, Australian Tonya Lee - who waived her right to anonymity - said her assault by Harris in a London pub during a visit to England was a "turning point" in her life that she has never recovered from.

She said: "I have never felt safe since, I live in a constant state of anxiety."

A third victim, indecently assaulted by him as she went to get his autograph at a Portsmouth community centre when she was seven or eight, said Harris' assault took away her childhood.

She said the attack left her angry and confused, adding: "I became an angry child, unable to express myself and unable to trust men."

A fourth victim, who was assaulted when she was a teenager as Harris took part in a celebrity game show in Cambridge in the 1970s, said he took advantage of her, making her feel ashamed.

She said: "He treated me like a toy that he had played with for his own pleasure."

Since his conviction Harris has been stripped of his Bafta fellowship, lost an honorary degree from the University of East London.

Men Charged With Abusing Rochdale Teens

Ten men have been charged as part of an investigation into child sexual exploitation in Rochdale.

The suspects were arrested after police launched an operation in May 2012 targeting older men accused of sexually exploiting teenage girls in the town and other areas of Greater Manchester.

Nine of the men are Asian. They are accused of serious sex offences against seven victims, at least one of whom was 13 at the time of the offences alleged to have taken place between 2005 and 2013.

Assistant Chief Constable Ian Wiggett of Greater Manchester Police said: "Operation Doublet is an investigation into child sexual exploitation in Rochdale and across other areas of Greater Manchester.

"The majority of the offences were committed between 2003 and 2013 and focus on reports that teenage girls were sexually exploited by older men.

"So far, 65 people have been arrested as part of Operation Doublet and the investigation continues.

"This is an extremely complex and challenging investigation which started in May 2012. The investigation will continue over the coming months and further arrests are anticipated."

Police in Greater Manchester recently faced criticism over their handling of child abuse cases.

A report by Her Majesty's Inspectorate of Constabulary (HMIC) accused the force of significant delays in the investigation of child protection cases and of adopting an inconsistent approach to child sexual exploitation policing.

The men have been bailed to appear at either Bury or Tameside Magistrates' Court later this week.

The suspects are:

Shayfur Rahman, 31, Prestwich, charged with one count of rape.

Kutab Miah, 34, Rochdale, charged with three counts of sexual activity and one count of rape.

Rehan Ali, 26, Manchester, charged with one count of rape, three counts of sexual activity with a child when the offender was over 18 and three counts of sexual activity with a child when the offender was between 15 and 17.

Iklaq Choudhry Hussain, 37, Rochdale, charged with three counts of sexual activity with a child and two counts of rape.

David Law, 45, Derbyshire, charged with three counts of conspiracy to commit rape.

Mahfus Rahman, 28, of HMP Garth, charged with three counts of rape and three counts of sexual activity with a child.

Ashfaq Yousaf, 28, of HMP Forest Bank, charged with one count of aiding and abetting rape against one victim. He has also been charged with one count of rape against a further victim.

Afraz Ahmed, 32, Rochdale, charged with two counts of conspiracy to commit rape and one count of rape against one victim. He also faces two counts of inciting a child to engage in sexual activity, relating to offences against to girls. He has also been charged with one count of rape against a further victim.

Mohammed Davood, 37, Burnley, charged with one count of assault occasioning actual bodily harm against one victim. He has also been charged with three counts of rape, one count of sexual activity with a child and one count of sexual assault against a further victim.

Mohammed Miah, 39, of HMP Moorland, charged with three counts of sexual activity and one count of rape against one victim. He has also been charged with one count of rape against a further victim.

Fresh Claims Of Racism Against Chelsea Fans

An investigation has been launched after reports of racist and abusive behaviour by Chelsea fans on a train to Manchester.

British Transport Police said it was called to meet the train, which was travelling from London on Sunday night, as it entered Stoke station.

Officers are examining mobile phone footage of the alleged incident, which was obtained from a witness on the train.

Four men were asked to leave the train and four others left of their own accord. 

Chelsea had earlier won the Capital One Cup after beating Tottenham Hotspur 2-0 at Wembley Stadium.

It follows an alleged racist incident involving Chelsea supporters on the Paris Metro last month before the club's Champions League match against Paris St-Germain.

A spokesman for British Transport Police said: "Shortly after 10.30pm on Sunday, 1 March, officers were called to meet a Euston-to-Manchester Piccadilly train at Stoke, following reports of racist and abusive behaviour by a number of passengers, said to be football fans.

"Colleagues from Staffordshire Police also attended. Officers asked four men to leave the train at Stoke. We have spoken to two witnesses, and investigations continue.

"Rail passengers and staff have the right to travel and work in peace. Abusive behaviour on trains and at stations is unacceptable, and we will not hesitate to investigate any such incidents."

Chelsea suspended five supporters following an internal investigation into the Paris Metro incident. Footage showed a man being blocked from boarding a train by fans travelling to the Parc des Princes on 17 February.

The fans could be heard chanting "we're racist, we're racist and that's the way we like it".

Another group of fans returning from Paris were heard shouting racist chants at London's St Pancras station.

A Chelsea spokesman said: "We are aware of the reports but it is not clear at this time if this incident involves Chelsea supporters.

"If it did then we will assist the British Transport Police with their inquiries."

Iraqi Forces Launch Operation To Recapture Tikrit

Iraqi security forces have launched a major military operation to take back the town of Tikrit from Islamic State militants.

Some 30,000 troops and militia, supported by aircraft, attacked jihadist positions around the city.

The hometown of Saddam Hussein, it fell under the control of the group last summer along with Iraq's second-largest city of Mosul.

Backed by air strikes from the US-led coalition, Iraqi troops recently seized the nearby refinery town of Baiji.

US military officials have said an operation to retake Mosul could begin in April or May and involve up to 25,000 Iraqi troops, but would only take place if Tikrit has been recaptured because of its strategic location on the road to Mosul.

Al-Iraqiya television said forces were attacking Tikrit from different directions and were being supported by artillery and air strikes from Iraqi fighters.

Ahead of the operation, Prime Minister Haider al Abadi called on Sunni tribal fighters to abandon IS, and offering what he described as "the last chance" to get an official pardon.

He said: "I call upon those who have been misled or committed a mistake to lay down arms and join their people and security forces in order to liberate their cities."

Mr al Abadi also called for "utmost care in protecting civilian lives and property".

According to Iraqi and Iranian media, Qassem Soleimani - commander of the Quds Force covert operations unit in Iran's Revolutionary Guard - was in Salahuddin province to help coordinate the operation.

Hadi al Ameri, commander of the government-controlled volunteer group Popular Mobilisation, called for residents in Tikrit to leave their homes so government forces could "wrap up the battle of the revenge for Speicher".

Speicher is a military base near Tikrit from where hundreds of mostly Shia recruits were kidnapped and executed in June last year at the start of the IS offensive north of Baghdad.

Iraqi forces have tried and failed several times to recapture Tikrit, which is around 100 miles north of Baghdad.

Becky Watts: Police Appeal After Car Is Seized

Police investigating the disappearance of Becky Watts have seized a car and are trying to piece together where it was over a four-day period.

Detectives want to speak to former owners of the black Vauxhall Zafira - registration HY06 HYA - and to members of the public who saw the car between 19 and 23 February.

Police have also been given a further 36 hours to question two people arrested in connection with the investigation.

The hunt for the missing 16-year-old has been intensified - with six specialist teams searching locations within a 1.6-mile radius of her Bristol home.

Local parks and a nature reserve have been combed, while divers have searched a lake.

Forensic teams are searching three houses - in the Southmead and Barton Hill areas and the family home in St George - while a dog unit and a police helicopter are due to be used today.

Becky was last seen at her home in Crown Hill, in the St George area, on 19 February.

Police said she took her phone, laptop and tablet computer out with her, but did not tell her friends or family where she was going, or take extra clothes.

It had been hoped that the discovery of a laptop in woodland not far from her home could be a breakthrough in the case - but it has now been established that it is not hers.

Becky's father and step-mum Darren and Angie-Mae Galsworthy have released a statement saying they are preparing "for the worst".

The teenager, described as shy, was reported missing by her family at 4pm on February 20.

The leading officer in the case, Detective Superintendent Liz Tunks, said: "Firstly, I would like to reiterate my message ... that our search for Becky continues unabated and we are using all available resources to find her.
