UK 'Halves' EU Surcharge, Osborne Says

Britain will pay the European Union half (£850m) of the £1.7bn surcharge it had demanded, Chancellor George Osborne has said.

Speaking after meeting European finance ministers in Brussels, he added that the deal, which means the bill will be paid in two interest-free instalments after next year's election, was "far beyond what anyone expected us to achieve".

"Instead of footing the bill we have halved the bill, we have delayed the bill, we will pay no interest on the bill and if there are any mistakes in the bill we will get our money back," he said.

Prime Minister David Cameron said: "I said we wouldn't pay £1.7 billion on December 1. We've now halved the bill and will pay nothing until next July. We're delivering for Britain."

However, Sky's Europe Correspondent Robert Nisbet says it appears the EU will still get the full £1.7bn as a result of what he said some would call "clever accounting".

Nisbet explained: "Next year there will be two instalments that will equal £850m that will be paid to Brussels by the UK and it will get its rebate in full. So far so good.

"But the following year, in 2016 it appears that Britain won't be getting all of its rebate back, it will be the rebate minus £850m.

"So in effect Britain over the next few years is still going to be paying about £1.7bn but it's going to be done in a way that spreads the pain over a couple of years."

The revelation that the 2016 rebate will be used to pay the remaining £850m has sparked a debate about whether the agreement is a good deal for Britain.

A 10 Downing Street source insisted there was "no guarantee the rebate would have applied to this" before the deal was struck, and added: "Our view is that this is a very good deal."

However, Conservative MEP Daniel Hannan  suggested the devil of the deal was in the detail, saying: "The EU sticks us with a bill. Ministers double it, apply the rebate, return to the original figure and claim victory. We're meant to cheer?" he said.

"Britain is worse off in absolute terms, but a straw man has been knocked down. A prelude to how the pro-EU side will fight the referendum."

UKIP leader Nigel Farage wrote on Twitter: "Osborne trying to spin his way out of disaster. UK still paying full £1.7 billion, his credibility is about to nose dive."

Mr Osborne said that EU rules would now be changed forever "so this never happens again", saying he had got his EU counterparts to agree to changing the system for calculating adjustments to member states contributions.

The PM earlier warned there would be a "major problem" if Brussels insisted on Britain paying the bill in full.

Mr Cameron went on the offensive after a meeting with other European leaders in Finland, saying Britain would not pay "anything like" the full amount ahead of a looming 1 December deadline.

The demand was made by Brussels after a recalculation of Britain's gross national income in relation to other EU states.

'Fake Rape' Case Investigated After Suicide

The Director of Public Prosecutions is personally investigating the case of a woman who killed herself after being prosecuted for making an allegedly false rape claim.

Eleanor de Freitas, 23, killed herself in April - three days before she was due to stand trial at Southwark Crown Court accused of making up an allegation of rape against a man.

The CPS decided to prosecute her after the man reportedly spent £200,000 on a private prosecution.

The A-grade student, who had bipolar disorder, left her family a note blaming her fear of giving evidence as a motive for her suicide.

Lawyers for her family had called on the coroner to postpone an inquest into her death, which opened on Friday, so that an inquiry can be carried out into whether the CPS decision to prosecute Miss de Freitas contributed to her death.

The inquest was later adjourned so the CPS could look into their contact with Miss de Freitas.

The Director of Public Prosecutions, Alison Saunders, said she was "very saddened" by the death in a case she described as "one of the most difficult I have seen".

She added: "I have asked the team which dealt with this case for a full explanation which addresses all of the de Freitas family's concerns.

"I appreciate the family's unease which is why I am looking at this personally in order to satisfy myself of the detail surrounding all the stages of the case.

"Prosecuting cases of perverting the course of justice in connection with an alleged false rape allegation is rare, extremely difficult and always complex and sensitive."

She offered to meet Miss de Freitas' family "to discuss the case and the law surrounding it".

Miss de Freitas' father, David, told the Guardian that his daughter had been prosecuted "despite the fact the police did not believe there to be a case against her".

He added: "There are very serious implications for the reporting of rape cases if victims fear that they may themselves end up the subject of a prosecution if their evidence is in any way inconsistent.

"It is of the utmost importance that the CPS consider very carefully whether such cases are in the public interest."

A spokesman for the Metropolitan Police confirmed the alleged rapist was arrested by police soon after the complaint was made in January 2013 but, due to lack of evidence, he was released and the case was closed.

Russia Sends Dozens Of Tanks Into Ukraine

NATO has criticised Russian "aggression" after a column of 32 Russian tanks entered Ukraine.

The convoy of 32 tanks, 16 howitzer cannons and 30 trucks of troops and equipment crossed the border into the rebel-controlled Luhansk region.

Ukraine's military spokesman Andriy Lysenko said in a televised briefing: "The deployment continues of military equipment and Russian mercenaries to the front lines." 

Ukraine's president Petro Poroshenko described the action as a "significant" violation of the truce signed on 5 September at Minsk. That deal was meant to stall the conflict in the east, which has claimed more than 4,000 lives.

"The President noted a significant deviation from the implementation of the Minsk (ceasefire) protocol, which is leading to further escalation of the conflict" a statement on the presidential website said.

A NATO military officer said the alliance was looking into the reports, confirming it had seen an increase in Russian troops and equipment being moved along the Russia-Ukraine border.

"If this crossing into Ukraine is confirmed it would be further evidence of Russia's aggression and direct involvement in destabilising Ukraine," the officer said on condition of anonymity.

The news sparked panic in Russia's currency market, with the euro reaching the 60 ruble mark for the first time in a year when it has lost more than a third of its value against the US dollar.

Last Sunday, the pro-Russian side held a controversial election, which led to separatist leader Alexander Zakharchenko, 38, being sworn in as head of the self-declared Donetsk People's Republic.

On Thursday tensions were further heightened when five Ukrainian soldiers were killed and 16 injured in fighting.

However, Kremlin foreign policy advisor Yuri Ushakov said that Russia was committed to the Minsk ceasefire agreement in eastern Ukraine and wanted to build on peace talks.

'Cannibal' Death Victim Named By Police

A woman murdered in a South Wales village - in what unconfirmed reports described as a cannibalistic attack - has been named by police.

Sources say 22-year-old Cerys Marie Yemm was pronounced dead at a bed and breakfast in Argoed, in the Valleys, after being found with substantial facial injuries.

Police fired a 50,000-volt Taser at Matthew Williams in an effort to stop his attack, before the 34-year-old man was restrained and arrested.

He later died in custody.

Gwent Police said they were not looking for any other suspects in the murder investigation.

The victim has not yet been named and officers have refused to comment on her injuries or reports they were in a relationship.

The attack happened at around 1.30am on Thursday at the Sirhowy Arms Hotel, used by Caerphilly Council to house homeless people while they wait for permanent accommodation.

Neighbour Susan Gibbs told Sky News: "We have had a lot of problems up there.

"Every other week, well every other day sometimes, there are police up there." 

Leon Gardiner, deputy mayor of the village, 20 miles north of Cardiff, said: "This has hit the community for six."

He told Sky News: "This is the sort of thing you don't ever expect... We've just got to live with it and hope that the hurt goes away - but it will take a long time."

The Independent Police Complaints Commission has started its own probe into the suspect's death.

A Gwent Police statement confirmed "a Taser was discharged and a 34-year-old local man was arrested".

It added: "Whilst under arrest, the man became unresponsive. Officers and paramedics administered first aid but he was also pronounced dead at the scene."

More Claims Of Abuse By Savile On NHS Premises

Twelve NHS Trusts have been contacted over fresh investigations into alleged abuse by Jimmy Savile on NHS premises.

The NHS Legacy Unit, which oversees NHS investigations into alleged abuse by Savile, passed on information from victims and the Metropolitan Police to the trusts, which are responsible for nine hospitals and health services not featured in earlier inquiries.

The new claims have emerged since 28 investigation reports were published in June, Health Secretary Jeremy Hunt has revealed in a written statement.

Outstanding investigation reports, including into Stoke Mandeville Hospital in Buckinghamshire, as well as the publication of investigations into alleged abuse by Savile in children's homes and schools have been delayed until later this year, Mr Hunt added.

The following hospitals and health services are included in the fresh claims:

The June investigation reports found Savile had committed "truly awful" abuse against patients at hospitals across the country, and had even boasted about having sex with corpses.

Savile was branded as an "opportunistic sexual predator" who used the NHS and his celebrity status to "exploit and abuse" patients and staff.

Among the findings were claims the former radio presenter performed sex acts on dead bodies in the mortuary at Leeds General Infirmary and at least one other hospital.

The former Radio 1 DJ and Top of the Pops presenter died in October 2011 at the age of 84.

Efa Schimdt, a lawyer with Slater and Gordon which is representing 169 of Savile's alleged victims, said he was not surprised there were more allegations.

He said: "We must not stop until we know absolutely everything about how Savile was able to carry out decades of abuse in plain sight.

"The victims are pleased that we are getting closer to understanding exactly how all this was allowed to happen. However, with every new investigation the pain goes on."

Tracey Storey, a specialist lawyer at Irwin Mitchell which is also representing some of Savile's alleged victims, added: "It is incredibly worrying to see more concerns related to Savile emerge and it is vital that authorities work quickly to fully investigate these new allegations."

Petrol Price Cuts Demanded By Treasury

A failure by petrol firms and supermarkets to pass on the full benefit of falling oil prices to customers filling up at the pumps would be an "outrage", a Cabinet Minister has warned.

Treasury Chief Secretary Danny Alexander has demanded guarantees from fuel companies and distributors that they were doing all they could to pass on the price cuts to hard-pressed motorists.

His comments came as Asda announced it would be cutting the price of petrol and diesel by 1p to 119.7pm and 123.7p a litre.

Asda said it was the first time its petrol had gone under 120p a litre in four years.

It triggered a supermarket price war and Sainsbury's and Tescos quickly followed suit with 1p cuts of their own.

At a speech in Aberdeen, Mr Alexander said consumers felt petrol prices rise "like a rocket" when oil costs went up, but fall "like a feather" when they came down.

And he said people would "rightly be angry" if they felt prices were not coming down as much as they should.

Brent crude slumped as low as $82 (£51) a barrel earlier this week, its lowest level in just over four years due to concerns about over-supply.

The Liberal Democrat frontbencher will say: "Especially in the current economic circumstances people would rightly be angry if they feel that pump prices don't fall as much as they should on the back of falling oil prices."

However, investigations into the failure to pass on the fall in the price of oil has been inconclusive.

Mr Alexander has written to the industry's major players "seeking their assurance that they are doing all they can to pass on the benefit of falling oil prices as quickly as possible".

He said: "When the price of oil falls, the public have a right to expect pump prices to fall like a stone, not a feather."

Motoring organisations were quick to say there was more then Government could do that just put pressure on oil firms.

RAC Foundation director Professor Stephen Glaister said: "It is encouraging that Mr Alexander shares the concerns of the nation's drivers but in a way he is passing the buck.

"The biggest driver of pump prices remains the Government. Well over 60% of the price is tax."

AA president Edmund King said: "They themselves could do more.

"First, policies to help strengthen the pound by just 10 cents against the dollar would double the potential for a 2p-a-litre fall in the price of petrol to 4p.

"Secondly, the Government's failure to introduce fuel price transparency, showing the relationship between oil, wholesale and pump prices, has helped no one."

Shadow chief secretary to the Treasury Chris Leslie said: "Of course it's right that drivers should benefit from falling oil prices with lower prices at the pumps.

"But since 2011 people have paid 3p more on every litre of petrol because the Lib Dems broke their promise and backed the Tories in raising VAT."

Muhammad Ali's Surprise Visit To Brixton School

Forty years ago this month, Muhammad Ali checked in to the Hilton Hotel on Park Lane.

He had just regained his heavyweight title from George Foreman in the epic Rumble in the Jungle, but in the lobby, a fresh challenger awaited.

Paul Stephenson has spent his life campaigning for equality. A former member of the Commission for Racial Equality and the Sports Council, in 1974 he had recently been made a governor of Tulse Hill School in Brixton.

His audacious plan was to persuade Ali to pay it a visit.

Now in his 70s, Mr Stephenson told Sky News what happened next.

"I shook his hand and said congratulations Muhammad, and then I thought it might be worth asking if I could get him to come to my school.

"So I asked him, 'now you are in London would you be able to come and let the boys share their congratulations?'

"He looked at me and said, 'I'm tired, and I'm a busy man. How much are you going to pay me?'

"I said 'I haven't got a dollar'. He said, 'What about a dime'. I said 'I haven't got a dime either'.

"'Man,' he said, 'You've got more nerve than (Joe) Frazier'.

"He said he couldn't do it straight away, but I should come back tomorrow and we'll see. So I went back the next day and he was ready to go.

"I had to persuade the school headmaster, who was worried they had never had the whole school together in the hall at one time before.

"I told him, 'you've never had Muhammad Ali before'.

"So the whole school was out of lessons, about 1,000 of them, mainly boys, and they were all wondering what was going on.

"I got on stage and said, I've got here a young man who has made a great impact in Africa, he's on his way home to Chicago but he's agreed to come and see you, and wish you the best for what you are doing with your lives.

"When Muhammad walked out from behind the curtains the school erupted, the roof nearly came off. I'd never seen anything like it.

"He stayed for around half an hour, he invited some of the boys on to stage and sparred with them, and then he spoke to the boys about the importance of completing your studies, of having respect for your teachers.

"Then he read out a poem.

"I like your school Mr Stephenson,

"I admire your style,

"But your pay is so low,

"I won't be back for a while.

"The kids fell about. And to be remembered in verse by Muhammad Ali, well, that was quite something."

On the way back to the Hilton Mr Stephenson gave the champion a tour of the sights, including Buckingham Palace - Ali wanted to meet the Queen -  and asked if he would lend his name to a sports association aimed at increasing opportunities for children from the inner city.

Ali agreed, and the Muhammad Ali Sports Development Association was born.

It soon counted Brian Clough, Luther Blissett and John Barnes among its supporters, and offered unprecedented access to sport to children from south London. But Mr Stephenson is in no doubt as to who was the greatest inspiration.

"Muhammad had so much feeling for the dispossessed, the poor and the stricken and he wanted to do something for humanity. I regard him as one of the great humanitarians the world has ever known.

"And for young black poor children, he was like a god, a Roman god. He gave them the will to work hard, to get educated, to meet the world as it stands, and to do what he can to change it for the better."

There's No Plot To Oust Miliband, Says Balls

Shadow chancellor Ed Balls has insisted the party is united behind Ed Miliband's leadership denying growing unrest among backbenchers.

MPs are understood to be increasingly disgruntled with Mr Miliband's performance with the General Election campaign just around the corner and there have been claims a letter is being circulated calling for him to go.

At the weekend a YouGov poll put him at an all-time low in the popularity stakes - behind even Liberal Democrat leader Nick Clegg, who until now had been the bellwhether for leadership unpopularity.

On Wednesday he carried out a mini reshuffle taking advantage of a vacancy created by Jim Murphy quitting the shadow cabinet to stand for Scottish Labour leader to freshen up his team.

It came as the Labour-supporting New Statesman magazine wrote that he was out of touch with ordinary voters.

However, shadow chancellor Ed Balls denied a Labour rift and said that it was the Conservatives who had been riven by dissent. 

He said: "All I know is that everybody in the Labour Party, from Ed Miliband down, is focused on tackling the cost-of-living crisis, building an economy which works for working people, reforming Europe but not walking away, having tough and fair controls on immigration, saving our National Health Service - that's what Labour's for.

"It's the Conservative Party which are riven and divided and defecting left, right and centre. We will focus on Tory division, Labour will stay united."

He added: "I think it is all nonsense."

Another Labour source told Sky News: "We have spent four years being united as a party in a determination to be a one-term opposition.

"We're not going to be distracted by noises-off now."

Another added: "I think the leadership challenge stuff is b******* mainly because there's not a candidate who would be willing to do it"

Mr Miliband's approval ratings have dropped ever since he was elected leader in September 2010. 

There have been occasional bounces, including the energy price freeze announcement at the party conference in 2013, but his ratings were still minus 30 then and it was downhill from there.

Among the notable lows was the "bacon sandwich moment" - when unflattering pictures of him eating were published during the local and European election campaign in May.

Following what has been widely viewed as a disastrous party conference speech in September, during which he forgot to mention the deficit, backbenchers have become more disillusioned with his leadership.

Many, including Labour veterans, have openly said he is a hard sell to people on the doorstep.

Car Rams Pedestrians As Jerusalem Clashes Erupt

A driver has rammed his car into a crowd of pedestrians in East Jerusalem before getting out and attacking people with a metal bar - killing one and injuring 13.

The man was shot dead at the scene by police, who described the incident as a "hit-and-run terror attack".

"A commercial vehicle hit and ran over pedestrians at a light rail station," police spokeswoman Luba Samri said.

She indicated that the incident took place on the border between west and annexed East Jerusalem.

Emergency services spokesman Zaki Heller said the car had driven down the light rail tracks then ploughed into people waiting on the platform.

Police named the attacker as 38-year-old Palestinian Ibrahim al-Akri, who they said had recently been released from prison after serving time for security offences.

There was no immediate claim of responsibility by any Palestinian organisation but Hamas, the group which runs Gaza, praised the attack and called for more violence.

Hamas official Fawzi Barhoum said: "We praise this heroic operation."

"We call for more such ... operations."

A similar attack took place in the same area on October 23.

It came as Israeli police clashed with Palestinian protesters at the city's Al-Aqsa Mosque compound after hardline Jewish nationalists announced plans to visit the site despite weeks of soaring tensions.

Jordan announced it was recalling its ambassador to Israel in protest at the Jewish state's "violations" in Jerusalem and its holy sites.

Jordan's state news agency said the decision was taken "in protest at the increasing and unprecedented Israeli escalation in the Noble Sanctuary, and the repeated Israeli violations of Jerusalem".

EU Migrants Pay In More Than They Take - Study

EU migrants contribute more to the UK in taxes than they receive in benefits and services, according to new research.

But the study showed those arriving from outside Europe over a 17-year period took more from the public purse than they put back in.

The findings come as David Cameron moves to tighten the UK's immigration controls by limited EU migration in the face of the growing popularity of UKIP.

The Prime Minister is aware of the need to calm Tory jitters ahead of this month's crunch by-election in Rochester and Strood, where the party is desperate to prevent a second seat falling to UKIP.

The University College London (UCL) report revealed European immigrants made a positive financial contribution of £4.4bn to the UK between 1995 and 2011.

However, immigrants from outside the European Economic Area (EEA) made a negative contribution of £118bn.

Over the same period, UK-born workers made a negative contribution of £591bn.

The figures improved for more recent arrivals with EU migrants between 2001-11 making a positive contribution of £20bn, and those from outside Europe £5bn.

Professor Christian Dustmann, director of UCL's Centre for Research and Analysis of Migration (Cream) and co-author of the study, said: "A key concern in the public debate on migration is whether immigrants contribute their fair share to the tax and welfare systems.

"Our new analysis draws a positive picture of the overall fiscal contribution made by recent immigrant cohorts, particularly of immigrants arriving from the EU."

He added: "European immigrants, particularly, both from the new accession countries and the rest of the European Union, make the most substantial contributions.

"This is mainly down to their higher average labour market participation compared with natives and their lower receipt of welfare benefits."

Immigration Minister James Brokenshire told Sky News the focus of the report was too narrow and not up-to-date.

He said: "In respect of the time period that it talks to, it ends in 2011 whereas we have seen the pressure from EU migration - net migration, those who are coming versus those who are going out - over the course of the last 18 months it has more than doubled during that period.

"It also does not take into account pressure on schools, roads, housing services, those things that really matter to people in their communities."

Deputy Prime Minister Nick Clegg said the report showed the balance on immigration was wrong and there needed to be proper border controls but that Britain must remain an "open economy".

He told ITV's Lorraine programme: "If we were simply to turn our back on the world, which is what UKIP and the Conservative Party and others want, as a country we would be poorer."

UKIP Migration spokesman MEP Steven Woolfe, said: "What this study doesn't do is to show what wealth our own people could have generated if they weren't subjected to wage-reducing, employment-displacing mass immigration from the EU. Nor does it truly take into account the opportunity costs to the UK of substituting large sections of Britain's workforce with migrant labour."

Responding to the report, chairman of the MigrationWatch UK think tank Sir Andrew Green said: "This report confirms that immigration as a whole has cost up to £150bn in the last 17 years.

"As for recent European migrants, even on their own figures - which we dispute - their contribution to the exchequer amounts to less than £1 a week per head of our population."

Flood Defences At Risk With Funding Squeeze

A lack of cash for flood defences is increasing the risk of serious problems in many areas if winter storms hit, a spending watchdog has warned.

The National Audit Office (NAO) says half of the country's flood defences - more than 1,300 schemes - are only being maintained to a "minimal level".

But the Government insists there has been a real-term increase in flood defence funding.

Whitehall made an extra £270m available following the winter storms last year, which saw widespread flooding during the wettest winter on record, including an additional £35m in each of the next two years for maintaining defences.

The NAO report said the additional money restored funding for maintaining defences to 2010-11 levels in cash terms.

But in real terms - adjusted for inflation - the report found it represented a 6% drop in spending for maintenance since the Tory-led coalition took office.

Without the extra cash from the Government following the winter floods, total funding for flood protection has fallen by 10% since 2010.

While the Environment Agency has improved efficiency, the increased risk of extreme weather events as a result of climate change means current budgets will be under pressure, the NAO said.

The winter storms flooded 7,700 homes and 3,200 commercial properties, as well as cutting off power to hundreds of thousands more households and flooding 49,000 hectares of agricultural land, with areas such as the Somerset Levels particularly badly hit.

Responding to the report, chairwoman of the Commons Public Accounts Committee Margaret Hodge, said: "I am deeply concerned that current levels of spending are not enough to maintain flood protection, with five million homes at risk of flooding and people's livelihoods in jeopardy.

"It is alarming that the Department for Environment, Food and Rural Affairs has cut spending on flood protection by 10% between 2011-12 and 2014-15 and it had to react with an emergency bailout of £270m following the winter floods in 2013."

Amyas Morse, head of the National Audit Office, said: "The agency, as it recognises, will need to make difficult decisions about whether to continue maintaining assets in some areas or let them lapse, increasing in future both the risk of floods and the potential need for more expensive ad-hoc emergency solutions."

But Floods Minister Dan Rogerson said: "The NAO has drawn conclusions on funding based on inappropriate comparisons.

British Troops Going Back To Iraq For IS Fight

Britain is sending troops back to Iraq to help local forces in the battle against Islamic State militants, the Defence Secretary has confirmed.

Michael Fallon said the UK was "stepping up" its military presence in the country, with its forces to offer further training to Iraqi soldiers and Kurdish Peshmerga fighters.

It comes after a "small specialist" team was sent to instruct Peshmerga in the northern city of Irbil last month.

Mr Fallon, who visited British army trainers teaching Peshmerga fighters how to use heavy machine guns given by Britain, insisted that no combat troops will be deployed to Iraq.

He said the latest move would see UK troops teaching Kurds infantry skills such as sharp-shooting and first aid, while more equipment will be provided.

The UK will also send advisory personnel to Iraqi headquarters.

There have been growing calls to provide more assistance to new Iraqi prime minister Haider al Abadi as his country's forces struggle to reclaim territory from IS, also known as ISIS or ISIL, in the north and west.

Mr Fallon held talks in Baghdad with the PM and Iraqi security advisers, before flying north to Irbil to met the President of the Kurdistan regional government Masoud Barzani and prime minister Nechirvan Barzani.

"The need is now," he said.

"It's a very immediate challenge from ISIL. As they start to push ISIL back out of the villages and towns that ISIL have gone into they are going to need this kind of assistance with roadside bombs, particularly to counter the terror tactics that Isil have been using.

"So, we are looking very urgently now how we can get more training help to them in the next few weeks."

Asked about concerns of mission creep, he said: "This is a very limited mission.

"The Prime Minister's made it very, very clear we are not going to recommit combat troops to Iraq. We've been there, we've done that.

"What we are going to do is to help the new government of Iraq and its own army take the fight to Isil through the aircraft we have deployed in the sky, through intelligence gathering, and through specialist training."

British troops took part in the 2003 invasion of Iraq that overthrew Saddam Hussein, and later took responsibility for Basra and the south of the country.

Ms Ningsih's mutilated and decomposing body was found on Saturday in a suitcase on the balcony of Mr Jutting's upmarket apartment in the southern Chinese city.

Mr Jutting, who until recently worked at Bank of America Merrill Lynch, had called police to his home in the Wanchai district hours earlier.

The 29-year-old securities trader asked to be remanded in custody when he appeared before Hong Kong's Eastern Magistracy Court, his lawyer has confirmed. 

Investigators found 29-year-old Ms Lorena - whose real name is Seneng Mujiasih -  with knife wounds to her neck and buttocks in the living room of the flat.

The beheading by Islamic State of British aid worker Alan Henning may have led to thousands of lives being saved because it has deterred young Muslims from joining the jihad, a member of the government's top anti-radicalisation programme has claimed.

So brutal and callous was the murder of the Salford taxi driver that it has "turned the tide" of British people looking to join the fight in Syria and Iraq, Sky News has been told.  

In an exclusive interview, Sulaimaan Samuel, who works as a National Safeguarding Mentor for Channel, a Home Office scheme to tackle people judged to be at risk of radicalisation, told Sky News that IS propaganda tactics had "backfired".

It is the first time anyone who works as part of the project has given a detailed insight into IS tactics and the threat the group poses online.

Mr Samuel said the "grotesque" beheading of US journalists James Foley and Steven Sotloff in August and September led the Muslim community to start to seriously question IS.

British aid worker David Haines was also beheaded later that month. But it was the murder of Mr Henning in October that was the "turning point", Mr Samuel said.

"I would personally say to Alan Henning's family: do not think his death has been some type of waste because it hasn't, because his death at the hands of IS is the very thing that has caused the Muslim community to realise that what IS stands for is wrong and can never be condoned.

"In Alan's death he has managed to save thousands of lives now and in the future of people who might potentially have been drawn into going out. He will be saving lives in the future.

"What IS has done has backfired."

Security Minister James Brokenshire said he believed the relative effectiveness of the terror group's own brutal propaganda machine had opened people's eyes to the true nature of IS.

Libyan Soldiers Sent Home After UK Sex Attacks

Libyan soldiers training in the UK are being sent home early following a series of sexual assault allegations.

More than 300 members of the country's armed forces have been based at Cambridgeshire's Bassingbourn Barracks as part of the UK's pledge to support the Libyan government.

Some had been due to return at the end of November but their stay is being cut short after five soldiers were accused of sex attacks.

Two have admitted sexually assaulting women in Cambridge, while the latest charges relate to the rape of a man in the city on Sunday.

The Ministry of Defence (MoD) said: "The majority of recruits have responded positively to the training despite the ongoing political uncertainty in Libya but there have been disciplinary issues.

"Training was initially expected to last until the end of November but we have agreed with the Libyan government that it is best for all involved to bring forward the training completion date.

"The recruits will be returning to Libya in the coming days.

"The UK remains committed to supporting the Libyan government as it works to establish stability and security across the country."

Sky News understands a small number of the soldiers, no more than three, left the base unannounced and are claiming asylum to remain in the UK.

The MoD said it would review whether further Libyan recruits would be trained in the UK. 

Libyan cadets Ibrahim Naji El Maarfi, 20, and Mohammed Abdalsalam, 27, appeared at Cambridge Magistrates' Court last week and admitted two counts of sexual assaulting women in the city. They are awaiting sentencing.

Khaled El Azibi, 18, has been charged with three counts of sexual assault linked to the same incident but has yet to enter a plea.

Moktar Ali Saad Mahmoud, 33, and Ibrahim Abogutila, 22, have been remanded in custody after appearing in court charged with raping a man in Cambridge.

The decision to send the Libyan cadets home came after South Cambridgeshire MP and former health secretary Andrew Lansley wrote to the MoD to raise concerns.

Holiday Pay Should Include Overtime

Overtime should be taken into account when holiday pay is calculated, the Employment Appeal Tribunal has ruled.

The tribunal ruled on two cases against Hertel UK and BEAR Scotland, which related to the UK's interpretation of the Working Time Directive.

Workers for these companies claimed their holiday pay was less than it should have been because their employers did not factor in voluntary overtime completed in the period prior to time off.

Brian Gordon, managing director BEAR Scotland, said they were "disappointed" by the decision.

"We believe that this interpretation of the Working Time Directive is significant for all UK employers, public and private, and we will reflect on our position before considering how to respond," he said

But unions welcomed the ruling, with Unite executive director Howard Beckett saying: "Up until now some workers who are required to do overtime have been penalised for taking the time off they are entitled to.

"This ruling not only secures justice for our members who were short changed, but means employers have got to get their house in order."

Business groups have described the ruling as a "blow" to business, with Confederation of British Industry director-general John Cridland warning of "punitive costs potentially running into billions of pounds".

"Not all will survive - which could mean significant job losses," he said.

"These cases are creating major uncertainty for businesses and impacting on investment and resourcing decisions.

"We need the UK Government to step up its defence of the current UK law, and use its powers to limit any retrospective liability that firms may face."

Tim Thomas, head of employment policy for manufacturers' organisation EEF, said firms will have little option but to factor the additional costs in to future pay negotiations and to reduce overtime, while one in four could cut jobs.

Some businesses had already prepared for the worst, with John Lewis setting aside £40 million to reimburse workers. 

Business Secretary Vince Cable said: "Government will review the judgement in detail as a matter of urgency."

He said a taskforce has been set up to discuss how to limit the impact of the decision for businesses, adding: "Employers and workers can also contact the Acas helpline for free and confidential advice."

Theresa May Tells Abuse Victims: 'I'm Sorry'

The Home Secretary has apologised to victims of historical child sex abuse after losing a second chair of an official inquiry.

Theresa May is outlining how she will proceed after Fiona Woolf resigned on Friday because of her links to Lord Brittan, who is accused of failing to act on abuse allegations while home secretary in the 1980s.

Mrs Woolf's predecessor, Baroness Butler-Sloss, stood down in similar circumstances in July.

The Home Secretary revealed she had yet to decide on a new chairman, but said the panel would continue to meet without a replacement - starting next Wednesday.

She told MPs: "It is obviously very disappointing and for that I want to tell survivors that I am sorry.

"I know some of you have questioned the legitimacy of this process but I am listening.

"I am as determined as you are to get to the truth.

"We have a once in a generation opportunity to do something important together. We can make sure the people who thought they were beyond the reach of the law face justice."

Mrs May also said she would meet victims next week before deciding on a new chairman.

Teacher's 'Savage' Killer Must Serve 20 Years

A teenager who murdered Leeds school teacher Ann Maguire in front of other pupils showed no emotion as he was handed a minimum of 20 years in jail.

The 16-year-old, who cannot be named, had a "deep-seated and irrational hatred" for his Spanish teacher at Corpus Christi College in Leeds.

Ahead of the killing in April he had also planned to murder two other teachers, including one who was pregnant.

He had previously accepted responsibility for unlawful killing but this morning issued a formal guilty plea to the murder charge at Leeds Crown Court.

Two months before the murder, the boy sent a message on Facebook which said of Mrs Maguire: "The one absolute f****** bitch that deserves more than death, more than pain and more than anything that we can understand."

He even showed some other pupils the 21cm knife he planned to attack Mrs Maguire with on the day of the murder but "many did not take him seriously", the court heard.

Prosecutor Paul Greaney QC said the teenager stabbed Mrs Maguire seven times in the neck and back as she leaned over a desk to look at another pupil's work. 

When she tried to run away, he chased her.

Another teacher, Susan Francis, saw Mrs Maguire running down a corridor, saying: "He's stabbed me in the neck", with the boy pursuing her. The female teacher pushed her colleague into a room and then blocked the door to prevent the boy getting in.

The teacher said that, as Mrs Maguire lay injured, she spoke about her children and the fact that she was loved. A paramedic who tried to save her said later that the stab wounds were the worst he had ever seen.

Meanwhile, the boy went back to the classroom and sat down "as if nothing had happened", Mr Greaney said

Mr Greaney said that the boy's parents are "decent and responsible" and at a loss to understand what has happened but that the boy was currently "highly dangerous and has psychopathic elements to his personality".

"Now all dreams have gone forever - the centre of our lives is missing." Her daughter Kerry said the murder "has stripped me of my key support in life: my mummy," he said.

The judge said the boy showed a "total and chilling lack of remorse", adding that the teenager's pride in what he did and lack of remorse was "truly grotesque".

He said that the public killing would leave many "traumatised forever" and showed a level of violence which was "savage and cowardly".

But he paid tribute to the boy's parents, who sat in court, and to the "calm dignity" of Mrs Maguire's family.

Outside court, Mrs Maguire's family paid tribute to those who had supported them during "this terrible nightmare".

Lynda Bellingham Funeral: TV Stars Say Goodbye

Britain's television stars have said goodbye to the late actress Lynda Bellingham at her funeral in Somerset.

The 66-year-old's Loose Women co-hosts Coleen Nolan, Jane McDonald, Andrea McLean and Kate Thornton were among the hundreds of people who attended the service at St Bartholomew's Church in Crewkerne.

Christopher Biggins, wearing a bright pink suit and pale shirt, was accompanied by his partner, Neil Sinclair.

Asked about his suit, Biggins replied: "She (Lynda) would like this, put a smile on her face."

More than 100 members of the public lined the path outside the church to pay their respects.

Bellingham asked for a lively send-off, so her husband, Michael Pattemore, lined up a string of acts to make the funeral a Royal Variety-style celebration of the much-loved actress's life.

Her friend, former Archdeacon of London Peter Delaney MBE, led the service at the church, which holds 300 guests.

Julia Sawalha, Coronation Street's Helen Worth, Robert Lindsay, Giles Brandreth and Downton Abbey's Julian Fellowes were also among the attendees.

The teenager who fatally stabbed teacher Ann Maguire in a school classroom can now be named as Will Cornick.

The killer was 15 years old when he attacked the 61-year-old woman, as she taught a class at Corpus Christi Catholic College, in Leeds, in April.

Cornick, now 16, has admitted murder and the judge at Leeds Crown Court, Mr Justice Coulson, lifted an order banning his identification.

He was described by a psychiatrist as having a "gross lack of empathy for his victim and a degree of callousness rarely seen in clinical practice".

Those who were present when the popular teacher lay dying after fleeing the attacker said she spoke about her children and the fact she was loved.

At the same time, he calmly sat down at a computer and told fellow pupils: "I stabbed her. Pity she didn't die."

Other students had heard him warn that he was going to attack the Spanish teacher with a knife, but did not take him seriously.

Even when he brandished the 21cm (9in) blade and winked at one classmate, those present may have been mindful of his earlier warning that he would "kill them" if they told.

One schoolboy who witnessed the attack said he remembered sitting "in absolute panic and shock" as the killer repeatedly stabbed the 61-year-old in the neck and back - even punching her at one point.

Alice Gross Memorial: Mother Tells Of Anger

The mother of murdered schoolgirl Alice Gross has spoken of her "outrage and anger" over the killing of her daughter.

Speaking for the first time since the body of the 14-year-old was discovered, Ros Hodgkiss said she had "wracked" her brains for "all the what-ifs" of the day her daughter was killed.

The teenager's parents told the congregation at a public memorial service for the schoolgirl the "future seems bleak without Alice" and it was the support of friends and the community that kept them going.

The youngster was last seen alive walking along a tow path in west London on August 28.

Police believe she was murdered by convicted killer Arnis Zalkalns, who was pictured on CCTV following her along the path on his bike.

Hundreds attended the humanist service in Greenford, west London, where two songs recorded by Alice were played – reducing many to tears.

Her mother said: "I have been numbed by shock and grief, I have felt outrage and anger at the loss of her life and unbelievable sadness at the emptiness that has been left.

"I have wracked my brains for all the what ifs of that day, anything that might have stopped this random, incomprehensible tragedy.

"It is even harder to talk about that pain than it is to talk about Alice. I cannot imagine life without Alice."

She added: "I think of all the ... hugs, shared jokes, evenings spent snuggled on the sofa, goodnight kisses, the confidence of after-school conversations, Alice playing the piano in her dressing gown (and) singing, shopping, baking, the way Alice still called me 'mummy'.

"The future seems bleak without Alice. It is only the incredible support of family friends and the wider community that has kept us going."

Despite the biggest police search since the aftermath of the July 7 bombings, it was more than a month before Alice's body was found in the River Brent, near where she lived in Hanwell.

Zalkalns, who had previously served seven years for murdering his wife in his native Latvia, was found hanged in nearby Boston Manor Park on October 4.

A Facebook page set up to help find Alice attracted 22,000 followers, while yellow ribbons appeared around the community.

Alice's father, John, said: "The response of the community was astonishing.

"I was amazed by how much people were touched by our ongoing tragedy and how much they cared.

"No one could pass through Hanwell and beyond without being aware that Alice was missing and that the community cared.

"When I felt very low the sight of the ribbons lifted my spirits."

British Banker Held Over Suitcase Murder

Police in Hong Kong are continuing to question a British banker over the murder of two young women, one of whom was discovered inside a suitcase.

Rurik Jutting, 29, who attended University of Cambridge and Winchester College, was arrested after the bodies were discovered in an apartment in Hong Kong's Wan Chai district.

It is understood that police arrived at the apartment in the early hours of Saturday morning after receiving a call from the suspect, who until recently worked for the Bank of America Merrill Lynch.

Officers arrived to find the body of a woman, aged between 25 and 30, lying naked in the living room with knife wounds to her neck and backside. They also encountered a small amount of cocaine in the flat.

Assistant Commander Wan Siu-hung told reporters: "We believe the death was caused by a sharp object which cut the throat of the deceased.

"This led to copious bleeding. When the police found her, she was lying in the living room. The room was messy."

Eight hours later, at about noon on Saturday, police widened the forensic examination of the apartment and made the second discovery.

The body of a second woman was found wrapped in a blanket inside a brown suitcase on a balcony at the apartment.

She too had wounds to the neck, and it is believed the victim had been dead "for quite some time". Police sources have told local media that the second victim is a 25-year-old who they believe worked in the sex industry. 

A police spokesman added: "From what we can see it was intentionally hidden because it was put in a travel suitcase."

Neighbours told Sky News the smell from the apartment on the 31st floor was "horrendous" and had even permeated to the 26th floor.

Police have confirmed no further details regarding his identity or nationality though it is understood both of the women were from Indonesia.

Mr Jutting studied history and law at Cambridge University.

He had worked for Merrill Lynch from 2010 until only a couple of days ago, spending three years at their offices in London before moving to Hong Kong in July last year. Prior to that he worked at Barclays in London.

The neighbourhood of Wan Chai is effectively Hong Kong's red light district. A large number of women from southeast Asia spend time in the district's many bars and clubs.

Hong Kong police can hold their suspect for up to 48 hours without charging or releasing him.

A Foreign Office spokesman confirmed a British national had been arrested in Hong Kong, although did not specify the nature of the crime.

"We are in touch with the local police and stand ready to provide consular assistance," she said.

The case is unusual in Hong Kong, which has one of the world's lowest homicide rates.
