Audio has been released of the moment a six-year-old girl rang 999 after finding her mother unconscious and bleeding from the mouth.

Paramedics have praised "calm and mature" Tianna Measuria for her bravery after she gave her mother's address and monitored her breathing until police officers and an ambulance arrived to help.

The young girl, from Falmouth, Cornwall, was at home when she heard "lots of noise" from Jazmin Carter's bedroom in the early hours of the morning.

As well as answering the operator's questions clearly and politely, Tianna was also heard reassuring the 24-year-old, saying: "Don't worry mummy, don't worry, it's fine." 

Vicki Fallding, who took Tianna's call, said: "It was like speaking to a much older child. I've spoken to adults who, in similar circumstances, are very distressed and not always able to answer all the questions.

"We were all so impressed with the level of detail she was able to provide, and would definitely encourage all parents to teach their children how to get help for them should a similar situation arise."

Miss Carter has said she is "very lucky and very proud" of her daughter, after the little girl remembered her stepfather's instructions of what to do in an emergency.

Tianna's mother has now made a full recovery, and the South Western Ambulance Service has given the schoolgirl a certificate in recognition of her quick thinking and sound judgment.

The nature of her illness has not been released.

Rotherham Abuse Scandal Policeman Dies

A police officer believed to be under investigation in relation to the Rotherham child sex abuse scandal has died after being hit by a car.

PC Hassan Ali died in the early hours of Friday morning after being struck while on foot and off duty in Sheffield on 28 January.

Sky News understands the death is not being treated as suspicious.

It is thought the 44-year-old was being probed by the Independent Police Complaints Commission (IPCC) after allegations against him.

Sky News' Mike McCarthy said: "He was under some kind of surveillance, we understand, by his own force in South Yorkshire."

The Sheffield Star says a complaint was made after the officer allegedly asked a sexual exploitation victim on a date on two occasions.

It claims PC Ali asked her out when she was 17, and again when she was 21.

The paper quotes the victim as saying: "It was inappropriate. He was a police officer who knew that I was being abused. It is totally unprofessional."

South Yorkshire Police would not confirm PC Ali's involvement in the IPCC investigation.

But in statement it said: "[We] received four public complaints relating to alleged misconduct of an officer.

"The force referred the matter to the Independent Police Complaints Commission."

Chief Constable David Crompton said: "All of our thoughts are with Hassan's family and on behalf of the force I would like to offer my sincere condolences at this incredibly difficult time.

"PC Ali was a well-liked officer whose colleagues are devastated by what has happened."

The officer's family were by his side when he died.

PC Ali was a neighbourhood officer based in Rotherham and had been with the force for 18 years.

The IPCC is investigating the conduct of 10 officers over their handling of child exploitation claims in the South Yorkshire town.

The Jay Report last year detailed at least 1,400 cases of children being exploited there, including grooming, rape and trafficking between 1997 and 2013.

Taiwan Plane: Both Engines Failed Before Crash

Both engines of the TransAsia Airways plane that smashed into a bridge and then crashed into a river had failed, investigators have revealed.

One of the engines of the ATR 71-600 went idle just 37 seconds after take-off, before the aircraft dropped out of the sky, narrowly avoiding apartment buildings and leaving at least 35 people dead.

Investigators believe the pilots may have switched off the other engine so they could be restarted together, but Flight 235 crashed before that could happen.

According to Taiwan's Vice President, Wu Den-yih, the flight crew may have deliberately steered away from buildings to prevent further loss of life.

He said: "In his final moments, (the pilot) still wanted to control the plane to avoid harming residents in the housing communities."

When Liao Chien-tsung's body was found, he was still clutching the joystick, which officials believe is proof "he was still trying to save the aircraft until the last minute".

His grieving mother said: "His entire life, he did not care about himself. He is selfless."

TransAsia Airways has now confirmed that all 71 pilots of its ATR planes will be taking a flight skills test, as this is the second fatal accident for the airline in just seven months.

The crash, earlier this week, was captured on a car's dashboard camera.

Thomas Wang, director of the Aviation Safety Council, said: "Based on the data we have so far we can see that for a period of time both engines showed no thrust."

Although the pilot had announced that the right engine "flamed out" - meaning the fuel supply was interrupted - aviation analysts believe this was not the case. 

Some 58 people were on board the plane, which had taken off from Songshan airport in Taipei. Fifteen people managed to get out alive.

A further eight passengers remain unaccounted for, with a team of 190 divers searching the muddy waters of the Keelung River.

The full investigation into the crash is expected to take 12 months, but a preliminary report will be published within 30 days.

Jihadi Who Faked Death Gets 12 Years In Jail

A British jihadi who posed with the severed heads of Syrian soldiers and faked his own death to sneak back into the UK has been jailed for 12 years.

But Imran Khawaja - who spent six months in Syria alongside insurgents linked to terror group Islamic State - has appealed to other young British Muslims not to make the same mistakes he did.

He acted as a frontman for Rayat Al Tawheed, posting dozens of photos and videos online and boasting of his weapons training and exploits on the battlefield.

He also encouraged other young men and women to become jihadis and travel to the region.

During a two-day sentencing hearing at Woolwich Crown Court in south east London, Khawaja's defence team appealed to the Judge Mr Justice Baker for leniency, claiming the 27-year-old was a "psychologically vulnerable" young man who bitterly regretted his actions.

But prosecutor Brian Altman QC said Khawaja had featured in some disturbing footage of decapitated Syrian government soldiers.

In one video sequence, played before a hushed court, Mr Altman said Khawaja could be seen picking up severed heads from the back of a flatbed truck and saying: "Heads. Kuffar (non-Muslims) Disgusting."

Mr Altman said: "His attitude is quite clearly contemptuous. There is no sign of compulsion or revulsion."

At a court hearing last month, the former security guard pleaded guilty to preparing acts of terrorism, attending a terror training camp in Syria and receiving weapons training.

He was sentenced today alongside two other men, his cousin Tahir Bhatti, who pleaded guilty to assisting an offender and his friend Asim Ali, who admitted terrorism funding.

Bhatti, a taxi driver, was persuaded to travel to Bulgaria last June to pick up Khawaja and help smuggle him back into the UK.

He was sentenced to 21 months for assisting an offender.

Ali was given a 21-month sentence for withdrawing £300 to give to his friend on 24 January last year, two days before Khawaja left for Syria.

Throughout his almost six months in the Middle East, Khawaja's family never alerted the UK authorities.

Instead they embarked on a relentless campaign of text and social media messaging, desperately pleading with him to return home.

Family Survived Plane Crash After Seat Swap

A family of three survived the fatal Taiwan passenger plane crash after they changed seats shortly before take off, it has emerged.

Lin Ming-wei, his wife Jiang Yu-ying and son Lin Yao were rescued from the ATR 72-600 airliner after it hit a road bridge in Taipei and crashed into the Keelung River on Wednesday.

They were seated on the left side of the TransAsia Airways plane, but Mr Lin asked to be moved to some empty seats on the opposite side and towards the back of the plane, according to the Hong Kong-based Apple Daily website.

Dai Bi-chin, a friend of the family, told Taiwanese news outlet United Daily they decided to switch seats after Mr Lin "felt uneasy after he heard noises before taking off and requested to switch seats".

Dramatic footage from a driver's dashcam showed the aircraft's wing clipping a taxi after avoiding nearby buildings, before it disappeared from view.

The port side of the aircraft was badly damaged after it hit the surface of the river three minutes after taking off from Taipei's Sungshan airport.

The impact caused the fuselage of the aircraft to break up near where the family was seated, and Mr Lin was able to free his wife and climb out of the plane.

He is reported to have found his son in the water and performed CPR on him.

Ms Jiang suffered multiple fractures and was scheduled to undergo surgery on Thursday. Two-year-old Lin was in intensive care, but was reported to be conscious.

The driver of the Glasgow bin lorry that crashed and killed six people has said he was unconscious and cannot remember what happened.

Harry Clarke was at the wheel of the truck when it careered down a busy shopping street in the city three days before Christmas.

Speaking to the media for the first time, he told the Daily Record the victims were on his mind "every minute of every day".

But the 58-year-old said his memory is a blank and he cannot remember the time leading up to the tragedy.

"I understand a lot of people want to know what happened that day. I wish I could tell you but I can't," he told the Daily Record.

IS Reaches Out To Women With Inequality Message

Women should "remain hidden and veiled", only leaving their homes in exceptional circumstances, according to an Islamic State manifesto intended as a recruitment tool.

The document includes a curriculum for teaching young girls how to be homemakers and mothers who are "sedentary, still and stable" - and condemns the notion of gender equality.

It also criticises the West's obsession with studying "the brain cells of crows, grains of sand and fish arteries", and suggests such educational pursuits are a distraction from worshipping God, which is "the only reason for their existence".

Circulated widely on jihadist forums, the text was apparently released in an attempt to recruit women living in Saudi Arabia.

"Woman was created to populate the Earth just as man was," one passage reads.

"But, as God wanted it to be, she was made from Adam and for Adam. Beyond this, her creator ruled there was no responsibility greater for her than that of being a wife to her husband."

The fashion industry and beauty salons are deemed as the work of Satan.

"He wishes to bring her from her Paradise of covering and decency, and encourages her to spend huge amounts of money to change God's creation and demand that surgeons change her nose, ear, chin and nails," the document states.

"This is the 'real fashion of women' - things hanging from ears, hair shaved in some places and not in others."

A plan for "the ideal education of our girls" is also included, which takes place when they are between seven and 15 years old. Religious studies, knitting, cooking and Sharia law feature prominently in the curriculum.

"It is considered legitimate for a girl to be married at the age of nine," the text adds. "Most pure girls will be married by 16 or 17, while they are still young and active."

In another section, IS authors state: "Women gain nothing from the idea of their equality with men apart from thorns.

"Under 'equality' they have to work and rest on the same days as men, even though they have 'monthly complications' and pregnancies - in spite of the nature of her life and responsibilities to their husband, sons and religion."

The Quilliam Foundation, which translated the document from Arabic, has labelled it as "fundamentally misogynist".

The think-tank added: "This (treatise) enables us to get into the mindset of the hundreds, perhaps thousands, of women who willingly join its ranks.

"Its objective is clear. This is a piece of propaganda aimed at busting myths and recruiting supporters."

According to the group, the manifesto was not translated into English by IS because it would have been "ineffective – perhaps even counterintuitive - in achieving its propagandistic aims with a Western audience".

US Gives $16.4m In Humanitarian Aid To Ukraine

The US has given $16.4m (£10.7m) in aid to Ukraine, as the nation's humanitarian crisis deepens on the frontline of the conflict.

John Kerry, the US Secretary of State, has visited Kiev and condemned "Russia's continued aggression in the east".

During a joint news conference with Ukrainian President Petro Poroshenko, Mr Kerry warned the US would not "close our eyes" to Russian tanks and fighters crossing the border.

No mention was made of the possibility that the US will offer military aid to Ukraine, which Russia has warned could pose a danger to its national security and "cause colossal damage" to relations between the two countries.

Meanwhile, Britain has confirmed it will make thousands of troops available in the Baltic at short notice should a new crisis arise. The move is designed to reassure allies who fear they could become targets of Russia's aggression.

Angela Merkel and Francois Hollande are travelling to Kiev and Moscow with a new peace initiative, amid a flurry of diplomacy to end what has been described as "a war on Europe's edge".

The German Chancellor and French President's proposal is "based on the territorial integrity of Ukraine".

A spokesman for the Russian Foreign Ministry said Vladimir Putin was ready to hold constructive talks with the European leaders, and that Russia "will do everything it can" to help resolve the crisis in Ukraine.

However, he claimed the Ukrainian government was using weapons in the conflict zone which had effects similar to those of weapons of mass destruction.

More than 5,000 people have been killed in the Ukrainian conflict since last April.

Dashcam Video Shows Fatal Plane Bridge Crash

At least 25 people have been killed and 18 are missing after a passenger jet crashed into a river in Taiwan minutes after takeoff.

There were 58 people on board the TransAsia ATR 72-600 plane when it hit a road bridge in the capital Taipei. Fifteen survived.

Video taken by a passing driver's dashcam shows the aircraft's wing clipping a taxi after managing to avoid nearby buildings.

It then disappears from view, coming down on its side in the Keelung River about 25 metres (30 yards) from the bank.

A crane has now lifted the wreckage onto the shore enabling rescuers to search the fuselage, where more bodies are expected to be found.

Wu Jun-hong, a Taipei fire department official coordinating the rescue operation, said earlier those missing were either in the fuselage or had been swept down river.

"Things don't look too optimistic," Mr Wu told reporters at the scene. "Those in the front of the plane are likely to have lost their lives."

According to reports, the plane took off from Taipei's Sungshan airport at 10.53am local time and lost contact with air traffic control two minutes later.

It was heading for the Kinmen islands, and as many as 31 passengers were Chinese, three of them children. Kinmen's airport is a common link between Taipei and China's Fujian province.

The other 22 passengers, including one child, and five crew were from Taiwan.

Television footage showed survivors in life jackets wading and swimming clear of the wreckage, which was surrounded by rubber boats.

Others, including a young child, were taken to safety by rescuers, who could also be seen pulling carry-on luggage from an open door.

The Ministry of National Defence said it had sent 165 people and eight boats to the rescue scene, joining fire department crews.

No reasons have been given for the crash, although a 'flameout' - caused by a fuel supply problem or faulty combustion - is thought to be a strong possibility.

According to an air traffic control recording at liveatc.net, the last communication from one of the aircraft's pilots was "Mayday Mayday engine flameout".

The plane, which went into service last year, was one of eight French-built ATR 72-600s ordered by TransAsia in 2012.

The 72-seater jets are mainly used to fly people from Taipei to smaller cities and islands.

TransAsia director Peter Chen said contact was lost four minutes after takeoff, but weather conditions were suitable for flying.

"Actually this aircraft in the accident was the newest model. It hadn't been used for even a year," he told a news conference.

Mr Chen confirmed the driver of the taxi hit on the bridge and his passenger were both injured.

The crash is the latest in a string of mishaps involving Asian carriers in the past 12 months.

Last July a TransAsia ATR-72 crashed while attempting to land on the island of Penghu off Taiwan, killing 48 people and injuring 10.

Pilot: 'Mayday Mayday Engine Flameout'

"Mayday, Mayday, engine flameout", were the pilot's final words from a stricken Taiwanese plane, according to air traffic control.

The words came moments before the TransAsia Airways plane crashed into the Keelung River, having taken off from Taipei's Songshan Airport.

Taiwan's Civil Aeronautics Administration said 25 people were confirmed dead, 16 were injured and 17 were still missing. Thirty-one of the 58 on board were reported to be from China.

A flameout is when the fuel supply to the engine is interrupted or there are combustion problems which result in engine failure.

Twin-engined planes, however, are usually able to fly on one engine.

Meanwhile, 28 passengers appear to have had a miraculous escape, with Wu Jun-hong of Taipei's Fire Department telling reporters that children were among those rescued.

He said: "There are adults taking care of toddlers. They are safe.

"Children were rescued from the plane already. We get them out from the river using the boat."

Television footage showed survivors wearing life jackets wading and swimming clear of the wreckage, which was surrounded by rubber boats.

Others, including a young child, were taken to safety by rescuers, who could also be seen pulling carry-on luggage from an open door.

As night drew in and drizzle fell, military crews reached the scene with portable bridges and hundreds of rescue workers built docks for easier access to the wreckage. 

Relatives of the victims have not yet reached the scene but some are expected to arrive on Thursday, including many flying from Beijing.

The 72-seat plane - an ATR 72-600 - was received by TransAsia last year and is one of the most popular turboprop planes in the world.

CCTV Shows Carjacker Dragging Woman Into Road

A carjacker has been captured on CCTV stealing a woman's Mini from her own driveway – and dragging her into a busy main road as she clings on to try and stop him.

Nikki Law-Priddey had left the engine running to de-ice her car when the opportunistic thief sprinted into view and jumped into the driver's seat.

As the criminal began to drive off, the 30-year-old opened the car door in an attempt to seize control of the £16,200 vehicle.

But moments later, she slipped underneath the wheels and lost her grip, leaving her abandoned in the middle of the road.

On Facebook, Ms Priddey wrote: "To say I am in total shock and disbelief about what happened to me on my own doorstep, in broad daylight, is an understatement.

"My car has been recovered by the police and is in forensics. Do not leave your car running to de-ice it – scum like this wait for people just like me to make this mistake.

"Never in a million years did I think this would happen to me."

The business developer, from Birmingham, was left with a broken hand and bruising after the ordeal.

Since she began appealing for witnesses on social media, West Midlands Police have arrested a 25-year-old man on suspicion of robbery.

A spokesman said: "We'd like to remind people there are always opportunistic thieves around looking for an easy steal, and not to leave cars unlocked and unattended with keys in the ignition."

Rotherham Council Branded 'Not Fit For Purpose'

Rotherham Council's Cabinet is to resign after being branded "not fit for purpose" and "in denial" about its shortcomings by an independent government inspection.

They will leave their posts "as soon as transitional arrangements can be put in place", according to a statement.

The political leadership, branded "wholly dysfunctional" by Communities Secretary Eric Pickles, will be replaced by government commissioners, who will be tasked with improving standards at the authority.

Early elections will also be held.

The inquiry was set up to assess Rotherham council's ability to handle revelations that 1,400 girls were subjected to sexual abuse over a period of 16 years.

It found that: "In particular, it is failing in its duties to protect vulnerable children and young people from harm."

Louise Casey's report was published as it was claimed a police officer and two local politicians have been accused of having sex with underage girls in Rotherham. 

The Independent Police Complaints Commission would not confirm that it had received an allegation of sexual abuse by a police constable but said that so far there had been 20 complaints against ten South Yorkshire officers in relation to their handling of the child sexual exploitation investigation in the South Yorkshire town.

The National Crime Agency also refused to say if it was investigating two councillors but said it was expanding its investigation in light of the new findings.

The report described an "unhealthy" culture within the South Yorkshire authority, with evidence of sexism, bullying and suppressing bad news.

A university student who called for a black Islamic flag to be flown over Downing Street has been jailed for three-and-a-half years.

David Souaan, who attended London's Birkbeck College, had posed for numerous pictures clutching an array of weapons on an earlier trip to war-torn Syria and planned to return there and fight alongside extremist groups.

The 20-year-old Serb, on a three-year student visa to study in the UK, said none of the weapons were his and he had only allowed himself to be photographed with them to "look cool".

But, on 17 December last year, a jury at the Old Bailey took just nine hours to find the global politics and international relations student guilty of preparing for acts of terrorism.

Souaan, the son of an Orthodox Christian mother and Syrian Muslim father, grew up in Serbia but still maintained close family ties to Syria and adopted his father's religion.

The court heard how he had travelled with his father to Syria in December 2013. His defence team claimed he had gone to collect belongings from his grandfather's home.

But, during the visit, he posed for pictures wearing a balaclava and clutching AK-47 assault rifles. In another photograph, he is seen standing behind a heavy calibre gun.

When he returned to college in London early last year, he showed his collection of pictures to fellow students, boasting that he wanted to go back to Syria to fight alongside the Islamic State terror group.

Sarah Whitehouse QC, prosecuting, said fellow students became so concerned by Souaan's change in behaviour that they contacted the police.

"He called other students 'kuffar' which means 'infidel' and became more hard-line and serious if anyone mentioned anything to do with girls or alcohol," she said.

One student, James Goodfellow, told police Souaan "seemed open and proud of the images and the fact they were in combat gear and holding machine guns".

Mr Goodfellow told police that his friend had boasted that he had shot people.

Police seized his laptop and iPhone and found a mass of pictures, videos and documents revealing his extremist sympathies.

In one video, the 20-year-old is seen carrying an AK-47 assault rifle and wearing khaki trousers and a black North Face jacket as he picks his way through bombed-out streets and past burned vehicles.

Another video, too graphic to be shown in court, was described to the jury.

He had also sent Skype and text messages praising Islamic State and saying he and his younger brother were prepared to die as martyrs and he was willing to "cut the throats" of his opponents.

The court was told the student had joined a group run by radical cleric Anjem Choudary and had filmed himself at a demonstration in London shouting: "The flag of Tawheed in London, all praise be to Allah, the Lord of the Universe."

That was said to be a reference to the wish of Muslim extremists to see a black Islamic flag flying over Downing Street.

Souaan was arrested before boarding a flight home with his mother to Belgrade at the end of the summer term.

Student Who Planned To Fight For IS Jailed

A university student who called for a black Islamic flag to be flown over Downing Street has been jailed for three-and-a-half years.

David Souaan, who attended London's Birkbeck College, had posed for numerous pictures clutching an array of weapons on an earlier trip to war-torn Syria and planned to return there and fight alongside extremist groups.

The 20-year-old Serb, on a three-year student visa to study in the UK, said none of the weapons were his and he had only allowed himself to be photographed with them to "look cool".

But, on 17 December last year, a jury at the Old Bailey took just nine hours to find the global politics and international relations student guilty of preparing for acts of terrorism.

Souaan, the son of an Orthodox Christian mother and Syrian Muslim father, grew up in Serbia but still maintained close family ties to Syria and adopted his father's religion.

The court heard how he had travelled with his father to Syria in December 2013. His defence team claimed he had gone to collect belongings from his grandfather's home.

But, during the visit, he posed for pictures wearing a balaclava and clutching AK-47 assault rifles. In another photograph, he is seen standing behind a heavy calibre gun.

When he returned to college in London early last year, he showed his collection of pictures to fellow students, boasting that he wanted to go back to Syria to fight alongside the Islamic State terror group.

Knife Attack On French Troops At Jewish Centre

Three French soldiers have been attacked by a man armed with a knife outside a Jewish centre in the southern city of Nice.

The troops had been on an anti-terror patrol at the time.

The knifeman was detained following the attack near the Galeries Lafayette department store.

A police official said the attacker pulled a knife at least 20cm (8 ins) long out of a bag and set upon the soldiers, injuring two of them before being apprehended by riot police stationed near the building, which houses the city's Jewish community centre.

The attacker, aged about 30, had a record of theft and violence, the official said.

France has been on high alert since the attacks in Paris by three Islamic extremists that left 20 people dead, including the gunmen.

More than 10,000 soldiers have been deployed around the country to protect sensitive locations, including major shopping areas, synagogues, mosques and transport hubs.

Counter-terrorism operations have also been launched across France.

Harper Lee To Publish Second Novel This Summer

Harper Lee is to publish her second book this summer - 55 years after the release of To Kill A Mockingbird.

Go Set A Watchman was apparently completed in the 1950s and put aside until it was rediscovered late last year.

It is essentially a sequel to the Pulitzer Prize-winning To Kill A Mockingbird, although it was finished earlier.

The 304-page book will be Lee's second and is due to be released on 14 July.

The publisher plans a first printing of two million copies.

"In the mid-1950s, I completed a novel called Go Set A Watchman,'" the 88-year-old Lee said in a statement issued by publisher Harper.

"It features the character known as Scout as an adult woman, and I thought it a pretty decent effort. My editor, who was taken by the flashbacks to Scout's childhood, persuaded me to write a novel (which became To Kill A Mockingbird) from the point of view of the young Scout.

"I was a first-time writer, so I did as I was told. I hadn't realised it (the original book) had survived, so was surprised and delighted when my dear friend and lawyer Tonja Carter discovered it.

"After much thought and hesitation, I shared it with a handful of people I trust and was pleased to hear that they considered it worthy of publication. I am humbled and amazed that this will now be published after all these years."

The new book is set in Lee's famed Maycomb, Alabama, during the mid-1950s, 20 years after To Kill A Mockingbird and roughly contemporaneous with the time that Lee was writing the story.

The civil rights movement was taking hold by the time she was working on Watchman.

The Supreme Court had ruled unanimously in 1953 that segregated schools were unconstitutional, and the arrest of Rosa Parks in 1955 led to the year-long Montgomery bus boycott.

According to the publisher, the book will be released as Lee first wrote it, with no revisions.

Lee's publisher said the author is unlike to do any publicity for the book.

She has rarely spoken to the media since the 1960s, when she told one reporter that she wanted to "to leave some record of small-town, middle-class Southern life".

To Kill A Mockingbird is among the most beloved novels in history, with worldwide sales topping 40 million copies.

It was released on 11 July, 1960, won the Pulitzer Prize and was adapted into a 1962 movie of the same name, starring Gregory Peck in an Oscar-winning performance as the courageous lawyer Atticus Finch.

It is a widely studied text in schools across the UK.
